In recent years, large-scale natural disasters have occurred frequently across the country. Such natural disasters may have a significant impact not only on the management of individual businesses, but also on Japan's entire supply chain.
For this reason, the Small and Medium Enterprise Agency submitted the "Act Partially Amending the Act on Strengthening Small and Medium Enterprises, etc., to Contribute to the Continuation of Business Activities of Small and Medium Enterprises (hereinafter referred to as the Small and Medium Enterprise Resilience Act)" to the 198th Ordinary Session of the Diet to promote preliminary measures against natural disasters (disaster prevention and mitigation measures) by small and medium enterprises. Following deliberation in the Diet, the Act was enacted on May 29, 2019, and came into effect on July 16.
Under the Small and Medium Enterprise Resilience Act, a system was established in which small and medium enterprises working on disaster prevention and mitigation compile their efforts into a "Business Continuity Enhancement Plan" for national certification.
